The project is old enough to have the major bugs and learning curve issues resolved. Is it time for creation of a Windows 64 application that could be used by the majority of volunteers currently working on science projects ?

Nothing stops you from running a Linux Virtual Machine on your Windows 64 box, Bill. It is essentially the same approach as for Android 64 users, that have to use UserLAnd to run the 64-bit ARM app.
